S. 1396

A CONCURRENT RESOLUTION

TO SUPPORT SOUTH CAROLINA IN SUBMITTING AN APPLICATION FOR A ROUND TWO "RACE TO THE TOP" AWARD, TO ASSIST THROUGH APPROPRIATE LEGISLATIVE REMEDIES TO STRENGTHEN THE STATE'S APPLICATION, AND TO ASSIST WITH IMPLEMENTATION.

Whereas, South Carolina was one of forty-one states applying for Race to the Top grants; and

Whereas, South Carolina was named one of only sixteen finalists selected to compete for round one of Race to the Top grants; and

Whereas, South Carolina was ranked number six among the sixteen finalists for Race to the Top grants; and

Whereas, South Carolina received many strong statements from reviewers related to the quality of the grant application; and

Whereas, South Carolina may apply for round two of Race to the Top grant allocations; and

Whereas, South Carolina, through a Race to the Top grant award, may receive up to $175 million if chosen in round two; and

Whereas, South Carolina will no longer be eligible for receiving American Recovery and Reinvestment Act (ARRA) funds. Now, therefore,

Be it resolved by the Senate, the House of Representatives concurring:

That the members of the General Assembly, by this resolution, are supportive of South Carolina submitting an application for a round two Race to the Top award and are fully committed to assist through appropriate legislative remedies, if needed, to strengthen the state's application and to assist with implementation.

Be it further resolved that a copy of this resolution be forwarded to the South Carolina Department of Education for inclusion in the grant application and to the United States Department of Education.
