A Joint Resolution proposing an Amendment to Article V of the Constitution of
South Carolina, 1895, relating to the Judicial Department, so as to increase
the membership of the Supreme Court from five to seven members and provide for
consideration and final judgment of cases by the Court by three-justice panels
except cases involving the death penalty or other cases which a majority of
the justices determine shall be decided by a full court.
