A CONCURRENT RESOLUTION

EXPRESSING THE APPRECIATION OF THE MEMBERS OF THE GENERAL ASSEMBLY TO JAMES M. (JIM) KIRBY FOR HIS DISTINGUISHED CAREER IN LAW ENFORCEMENT ON THE OCCASION OF HIS RETIREMENT AND EXTENDING TO HIM BEST WISHES FOR HEALTH AND HAPPINESS IN HIS FUTURE ENDEAVORS.

Whereas, the members of the General Assembly have noted that James M. (Jim) Kirby, Deputy Executive Director of the South Carolina Criminal Justice Academy, retired in December, 1991, after a distinguished career associated with the South Carolina Criminal Justice Academy since its inception; and

Whereas, Mr. Kirby, a native of Pacolet Mills, graduated from Pacolet High School, served in the Infantry in the European Theater of Operations during World War II and after his army service completed undergraduate and law school at Mercer University in Macon, Georgia; and

Whereas, after passing the South Carolina bar examination, he briefly worked for the late C. Yates Brown, a Spartanburg attorney, until he achieved his life-long goal of employment by the Federal Bureau of Investigation, where he served as an agent in assignments in Milwaukee, Chicago, and New York City; and

Whereas, while assigned to the Bureau in New York City, he furthered his education by attending graduate law school at St. John's University; and

Whereas, in 1967, Jim was assigned to the Columbia Division of the FBI and from that time became a fulltime police instructor, travelling around the State teaching law to city, county, and state law enforcement officers and FBI agents; and

Whereas, in 1968, he first taught at the Criminal Justice Academy and following his retirement from the Federal Bureau of Investigation in December, 1977, he joined the staff of the Criminal Justice Academy, where he has served with distinction until his retirement, most recently teaching constitutional law and serving as deputy executive director; and

Whereas, Mr. Kirby, through his own career in law enforcement, and his dedicated teaching to generations of law enforcement officers in this State, has contributed mightily to the professionalism, competence, and public-spiritedness of the law enforcement community in South Carolina, while at the same time he has developed an encyclopedic knowledge of South Carolina law enforcement, which he has shared extensively in his own teaching; and

Whereas, it is appropriate for members of the General Assembly to pause in their deliberations to honor so distinguished a law enforcement officer and public servant on the occasion of his retirement and to point out to his colleagues in law enforcement, and, indeed, to all South Carolinians, the splendid example he has set in this high calling; and

Whereas, public service as practiced by Jim Kirby reflects not only a special honor on him, but also extends to all those who labored with him in the dangerous but essential task of law enforcement; and

Whereas, the members of the General Assembly wish for Jim a happy, healthy, and productive retirement allowing him to attend to those tasks and pastimes which his professional career prevented. Now, therefore,

Be it resolved by the Senate, the House of Representatives concurring:

That the members of the General Assembly express appreciation to James M. (Jim) Kirby for his distinguished career in law enforcement on the occasion of his retirement and extend to him best wishes for health and happiness in his future endeavors.

Be it further resolved that a copy of this resolution be forwarded to Mr. James M. Kirby.
