A CONCURRENT
RESOLUTION
TO COMMEND DR. ROBERT E. HOWARD OF ORANGEBURG
UPON HIS FIFTY YEARS OF SERVICE TO ORANGEBURG
SCHOOL DISTRICT FIVE AND TO EXTEND BEST WISHES UPON
HIS RETIREMENT.
Whereas, Dr. Robert E. Howard of Orangeburg marks his fiftieth year
with Orangeburg School District Five; and
Whereas, it is quite an accomplishment and quite unusual for an
educator to serve one district for fifty years; and
Whereas, Dr. Howard has been a teacher, coach, principal, and assistant
superintendent with the district, and was recently promoted to Associate
Superintendent for Administration of Schools; and
Whereas, as associate superintendent, Dr. Howard has had added to his
duties the responsibility for the total district operation in the absence of
the superintendent, will assist in coordinating activities among the
divisions of operations, personnel, programs and services, and finance,
and will continue to assist the superintendent in supervision of the
operation of the schools and the instructional program of the schools;
and
Whereas, Dr. Howard holds Bachelor of Science and Master of Science
degrees from South Carolina State College, received the Educational
Specialist Degree from George Peabody College in Nashville,
Tennessee, was awarded the honorary degree of Doctor of Humane
Letters by Allen University, and has had further training in school
administration at the National Academy of School Administration; and
Whereas, Dr. Howard has been active in professional associations by
serving as President of the South Carolina Association of Secondary
School Principals and by serving in many advisory capacities to the
State Department of Education and the Southern Association of Colleges
and Schools on its state committee;
Whereas, Dr. Howard was honored by South Carolina State University
with the Distinguished Alumnus Award and the Historical Black
Institution's Presidential Citation; and
Whereas, he was one of twelve black students attending George Peabody
College for Teachers in the 1960's, after being selected by the State
Department of Education during the early days of segregation; and
Whereas, Dr. Howard was involved closely during integration on the
local and state level where he served on state committees to help
implement public school integration; and
Whereas, in 1991, Belleville Middle School was renamed Robert E.
Howard Middle School. It was on the Belleville campus that Robert E.
Howard served as principal and was able to help maintain calm within
the community; and
Whereas, Dr. Howard has served many fraternal, civic, and community
groups; and
Whereas, Dr. Howard is retiring from Orangeburg School District Five.
Now, therefore,
Be it resolved by the House of Representatives, the Senate concurring:
That the members of the General Assembly commend Dr. Robert E.
Howard of Orangeburg upon his fifty years of service to Orangeburg
School District Five and extend best wishes upon his retirement.
Be it further resolved that a copy of this resolution be forwarded to Dr.
Howard.
