SOUTH CAROLINA, AND EXTENDING BEST WISHES TO HIM AS HE ANTICIPATES HIS
HARD-EARNED AND WELL-DESERVED RETIREMENT ON JUNE 30, 1998.

THANKING CARL B. STOKES, DIRECTOR OF THE DIVISION
OF LAW ENFORCEMENT AND SAFETY AT THE UNIVERSITY
OF SOUTH CAROLINA, FOR HIS MORE THAN FORTY-THREE
YEARS OF LAUDABLE LAW ENFORCEMENT SERVICE TO
THE STATE OF SOUTH CAROLINA, AND EXTENDING BEST
WISHES TO HIM AS HE ANTICIPATES HIS HARD-EARNED
AND WELL-DESERVED RETIREMENT ON JUNE 30, 1998.
Whereas, Carl B. Stokes will retire as Director of the Division of Law
Enforcement and Safety at the University of South Carolina on June
30, 1998; and
Whereas, his retirement comes at the end of a career of law
enforcement spanning more than forty-three years; and
Whereas, this second generation law officer, the son of a sheriff of
Darlington County, began his law enforcement service with the South
Carolina Law Enforcement Division (SLED) while still a three-year
baseball letterman at the University of South Carolina; and
Whereas, Director Stokes' contributions to SLED included service in
the Investigative and Forensics Sections, involving undercover duty
and stakeouts, as well as court-qualified expert identification of
firearms, fingerprints, questioned documents, and tire and foot
impressions; and
Whereas, he was then given the assignment to design and implement
the South Carolina Criminal Justice Information and Communication
System (SCCJICS), establishing storage of stolen property and
wanted persons files; and
Whereas, his later development and implementation of the first
incident-based Uniform Crime Reporting System (UCR), used by all
of the state's law enforcement agencies, was judged the best effort in
the nation by the FBI; and
Whereas, in 1981, Stokes took over the reins of law enforcement and
safety at USC, assuming responsibility for all nine campuses,
including the thirty-thousand-member population on the Columbia
campus; and
Whereas, he has also served as a member of the faculty of the
College of Criminal Justice; and
Whereas, his efforts to improve productivity and efficiency through
training and staff development have been recognized by earning the
USC Division of Law Enforcement and Safety, one of only fifteen
national accreditations of college campuses from the Commission on
Accreditation for Law Enforcement Agencies; and
Whereas, the university's international prominence has given Director
Stokes the opportunity to coordinate efforts with the Secret Service,
State Department, FBI, the United Nations, and a number of foreign
governments and international agencies; and
Whereas, his outstanding reputation and performance in law
enforcement have been recognized by membership in and leadership
of a large number of law enforcement advisory committees and
professional associations, including the presidency of the
International Association of Campus Law Enforcement
Administrators, and State President of the South Carolina Police
Chiefs Association, and the FBI NA Association; and
Whereas, his long and faithful dedication to his law enforcement
duties has earned for him a well-deserved retirement, with more time
to devote to his much loved family: his wife, Ellen Wilson Stokes;
his children: Carl, a game warden with the South Carolina
Department of Natural Resources; Keith, an agent with SLED; and
Pam, a member of the USC Computer Services Division; and five
grandchildren. Now therefore,
Be it resolved by the House of Representatives, the Senate
concurring:
That the members of the General Assembly thank Carl B. Stokes,
Director of the Division of Law Enforcement and Safety at the
University of South Carolina, for his more than forty-three years of
laudable law enforcement service to the State of South Carolina, and
extend their best wishes to him as he anticipates his hard-earned and
well-deserved deserved retirement on June 30, 1998.
Be it further resolved that a copy of this resolution be forwarded to
Mr. Stokes.
