FOR HIS OUTSTANDING LEADERSHIP IN THE AGRICULTURAL INDUSTRY IN THIS STATE AND
CONGRATULATING HIM ON HIS ELECTION AS PRESIDENT OF THE SOUTH CAROLINA FARM
BUREAU FEDERATION.

A SENATE RESOLUTION
RECOGNIZING MR. DAVID M. WINKLES, JR., OF SUMTER
COUNTY FOR HIS OUTSTANDING LEADERSHIP IN THE
AGRICULTURAL INDUSTRY IN THIS STATE AND
CONGRATULATING HIM ON HIS ELECTION AS PRESIDENT
OF THE SOUTH CAROLINA FARM BUREAU FEDERATION.
Whereas, David M. Winkles, Jr., of Sumter County, an outstanding
farmer and agricultural leader in this State, was elected as the fifth
President of the South Carolina Farm Bureau Federation at the
Federation's Fifty-fourth Annual Meeting; and
Whereas, Mr. Winkles, a row crop farmer from Sumter, has served
as a member of the South Carolina Farm Bureau's Board of
Directors, representing Sumter County since 1995, and also has held
the positions of Treasurer, Vice President, and President of the
Sumter County Farm Bureau; and
Whereas, he is President of D. M. Winkles, Inc., a one thousand acre
farming operation of corn, wheat, soybeans, and timber; and
Whereas, David, a graduate of Clemson University with a degree in
economics and graduate degree work in agricultural economics, also
has been a member of the South Carolina Farm Bureau's Soybean,
Feed Grain and Hay Committee and a member of the South Carolina
Farm Bureau's Farm Bill Study Committee; and
Whereas, in 1991, Winkles was appointed by United States Secretary
of Agriculture Ed Madigan as one of the founding directors of the
United Soybean Board, and he has served on the United Soybean
Board's Executive Committee from 1992 to the present. From 1993
to 1996, he oversaw a nine million dollar marketing program of
soybeans inside the United States as United Soybean Board's
Domestic Marketing Chairman; and
Whereas, he has just completed a one-year term as Chairman of the
United Soybean Board where he oversaw a forty million dollar
program addressing the needs of the soybean industry; and
Whereas, Mr. Winkles also has been a member of the South Carolina
Soybean Association from 1989 to 1990 where he held the positions
of Secretary, Treasurer, and Vice President, and he was a member of
the South Carolina Soybean Board from 1985 until the present where
he held the positions of Vice Chairman and Chairman; and
Whereas, he was appointed by South Carolina Commissioner of
Agriculture Les Tindal as Chairman of the South Carolina Seed
Arbitration Committee and was appointed by Clemson University's
President to the Commission on the Future of Clemson University
(Extension Committee); and
Whereas, Mr. Winkles also is involved in civic and church activities
in Sumter County, being a member of the Board of Directors of the
Oswego Rural Water System and on the Board of the Wateree Pest
Management Association; he is a member of the Bethel United
Methodist Church Board of Trustees, and he currently serves as
Chairman of the Finance Committee. Now, therefore,
Be it resolved by the Senate:
That the members of the South Carolina Senate by this resolution,
recognize the outstanding contributions Mr. David M. Winkles, Jr.,
of Sumter County has made to the agricultural industry in this State
and congratulate him on his election as President of the South
Carolina Farm Bureau Federation.
Be it further resolved that a copy of this resolution be forwarded to
Mr. David M. Winkles, Jr.
