 fund the necessary money for the safe storage and removal of twenty-five
 million gallons of high level radioactive waste presently located at the
 Savannah River Plant in Aiken, South Carolina, and to request and authorize
 the National Academy of Sciences in cooperation with the National Academy of
 Engineering to conduct a complete study as to the safest procedures and the
 safest sites for the storage of high level and low level radioactive waste in
