 A Bill to amend the 1976 Code of Laws of South Carolina by adding Chapter 13
 to Title 20 so as to enact the Children's Services Act of 1981 which creates
 the South Carolina Department of Children's Services governed by the South
 Carolina Commission for Children's Services in order to provide an integrated
 agency for the provision of children's services.
