A Joint Resolution proposing an amendment to Section 12, Article III, of the
Constitution of South Carolina, 1895, relating to each House of the General
Assembly determing its rules of procedure and punishing its members for
disorderly behavior, so as to provide that any member of the General Assembly
who is indicted in any court for a crime which is a felony and which involves
moral turpitude or a violation of the election laws shall be suspended by the
presiding officer of the House of which he is a member until he shall be
acquitted or convicted and in the case of a conviction for any such crime, the
House of which he is a member with the concurrence of two-thirds shall expel
him, and to define the terms "convicted" or "conviction" for this purpose to
mean a conviction at the trial level.
