 A Bill to ratify an Amendment to Article III of the Constitution of South
 Carolina, 1895, to add Section 36, so as to provide a procedure to govern
 State General Operating Budgets, to limit general appropriations for the
 operation of State government to ninety-five percent of the annual official
 revenue estimates, and to require a State Reserve Fund equal to five percent
 of the General Fund Revenue of the last completed fiscal year and to provide
 certain exceptions.
