A Bill to amend the Code of Laws of South Carolina, 1976, by adding Sections
12-35-515, 12-37-256, and 12-37-277 so as to add a tax of one percent to the
sales and use tax to be credited to the Property Tax Relief Fund, to provide a
homestead exemption of fifty percent of the fair market value of
owner-occupied residential property which qualifies for an assessment of four
percent but no exemption to be in excess of forty thousand dollars, and to
provide for reimbursement by the Comptroller General from the Property Tax
Relief Fund to the county, each school district, and special purpose district
of the amount of taxes not collected as a result of the reduction of the
homestead exemption; and to amend Sections 12-35-610 and 12-43-220, as
amended, relating to sales and use tax and the disposition of such taxes and
to equalization and reassessment of property taxes, so as to increase the
sales tax from four percent to five percent and to reduce the assessment ratio
for agricultural property from four to two percent, for real property not
specifically classified from six to five percent, and on personal property
from ten and one-half to nine percent of the fair market value of these
properties.
