A Joint Resolution to direct the State Department of Social Services and the
South Carolina Department of Highways and Public Transportation to develop
procedures for suspending the driver's license of a person who is in arrears
of at least two months in making child support payments; and to require these
Departments to report to the General Assembly concerning these procedures and
legislation that may be necessary for their implementation.

A JOINT RESOLUTION
TO DIRECT THE STATE DEPARTMENT OF SOCIAL SERVICES
AND THE SOUTH CAROLINA DEPARTMENT OF HIGHWAYS
AND PUBLIC TRANSPORTATION TO DEVELOP PROCEDURES
FOR SUSPENDING THE DRIVER'S LICENSE OF A PERSON WHO
IS IN ARREARS OF AT LEAST TWO MONTHS IN MAKING
CHILD SUPPORT PAYMENTS; AND TO REQUIRE THESE
DEPARTMENTS TO REPORT TO THE GENERAL ASSEMBLY
CONCERNING THESE PROCEDURES AND LEGISLATION THAT
MAY BE NECESSARY FOR THEIR IMPLEMENTATION.
Be it enacted by the General Assembly of the State of South Carolina:
SECTION 1. The State Department of Social Services and the South
Carolina Department of Highways and Public Transportation shall
develop procedures whereby information pertaining to persons who are
in arrears by at least two months in court-ordered child support
payments is provided by the Department of Social Services to the
highway department and entered in the highway department's motor
vehicle and driver's license data base for the purpose of suspending the
driver's license of the person who is in arrears. If the person is stopped
for a traffic violation or as a result of an accident or applies for issuance
or renewal of his driver's license, the highway department, after notice
and an opportunity for a hearing, shall suspend the person's driver's
license if the person is delinquent in making court-ordered child support
payments in an amount equal to at least two months' support obligation.
The departments must report to the General Assembly before January
15, 1994, and shall submit with their report proposed legislation if
needed to implement this joint resolution.
SECTION 2. This joint resolution takes effect upon approval by the
Governor.
