A JOINT RESOLUTION
TO APPROPRIATE TWO HUNDRED TWO THOUSAND DOLLARS FROM THE GENERAL FUND OF THE STATE, REPRESENTING ONE DOLLAR FOR EACH SOUTH CAROLINIAN WHO SERVED IN THE ARMED FORCES OF THE UNITED STATES DURING WORLD WAR II AS THIS STATE'S CONTRIBUTION TOWARD THE CONSTRUCTION OF THE NATIONAL WORLD WAR II MEMORIAL ON THE MALL IN WASHINGTON, D.C., AND TO PROVIDE FOR A DESIGNATION ON THE TAXABLE YEAR 2000 SOUTH CAROLINA INDIVIDUAL INCOME RETURN FOR CONTRIBUTIONS FOR THE MEMORIAL.
Whereas, some two hundred two thousand South Carolinians served in the Armed Forces of the United States during World War II, many making the ultimate sacrifice and all, whatever their role, contributing toward the hard-won victory; and
Whereas, the National World War II Memorial, to be located on the Washington, D.C. Mall, at the east end of the reflecting pool between the Washington Monument and the Lincoln Memorial, will be the first national memorial dedicated to all who served in World War II; and
Whereas, it is appropriate that this State make a contribution toward this great project on behalf of the South Carolinians who served in World War II so that future generations can see the tangible evidence of the nation's debt of honor to those who served; and
Whereas, by means of a designation on their 2000 individual income tax return, individual South Carolinians should be given the opportunity to make contributions to the memorial. Now, therefore,
Be it enacted by the General Assembly of the State of South Carolina:
SECTION 1. There is appropriated from the general fund of the State the sum of two hundred two thousand dollars for a contribution toward the construction of the National World War II Memorial located in the Mall in Washington, D.C. The sum appropriated equals one dollar for each South Carolinian who served in the Armed Forces of the United States during World War II.
SECTION 2. The South Carolina individual income tax return for taxable year 2000 must contain a designation for a contribution for the design, construction, and maintenance of the National World War II Memorial. The instructions accompanying individual income tax forms for that year must contain an appropriate description of the memorial. Contributions made on the return for the memorial must be credited to a special segregated account in the State Treasury and forwarded by the State Treasurer to the World War II Memorial Fund.
SECTION 3. This joint resolution takes effect upon approval by the Governor.
