AN ACT TO AMEND SECTION 20-7-20, CODE OF LAWS OF SOUTH CAROLINA, 1976, RELATING TO THE CHILDREN'S POLICY OF THE STATE OF SOUTH CAROLINA, SO AS TO PROVIDE THAT EACH AGENCY, DEPARTMENT, INSTITUTION, COMMITTEE, OR COMMISSION WHICH IS CONCERNED OR RESPONSIBLE FOR CHILDREN MUST SUBMIT CERTAIN INFORMATION REGARDING THE SERVICES IT PROVIDES FOR CHILDREN AS PART OF ITS PreviousANNUALNext BUDGET REQUEST AND AS PART OF ANY PreviousANNUALNext REPORT TO THE GENERAL ASSEMBLY IT IS REQUIRED TO SUBMIT BY LAW, AND TO MAKE THE ABOVE REQUIREMENTS APPLICABLE TO ALL AGENCIES AND NOT JUST STATE AGENCIES WHICH ARE CONCERNED WITH OR ARE RESPONSIBLE FOR CHILDREN.

Be it enacted by the General Assembly of the State of South Carolina:

Listing of programs to be submitted

SECTION 1. Subsection (F) of Section 20-7-20 of the 1976 Code is amended to read:

"(F) In order to carry out this policy each agency, department, institution, committee, and commission which is concerned or responsible for children, shall submit as a part of its PreviousannualNext budget request a listing of programs and services for children, the priority order of these programs and services in relation to other services, if any, that are provided by the agency, department, institution, committee, or commission, and a summary of the expenses incurred for the administration of its children's services and programs. In addition, each agency, department, institution, committee, and commission which must submit pursuant to law an PreviousannualNext report to the General Assembly, shall include as part of the report a comprehensive statement of how its children's services and programs contributed to the implementation of this policy. Copies of all these budget requests and Previousannual reports must be provided to the Joint Legislative Committee on Children and the Governor's Office by the agency, department, institution, committee, or commission."

Time effective

SECTION 2. This act shall take effect upon approval by the Governor.
