Be it enacted by the General Assembly of the State of South Carolina:

SECTION    1.    Chapter 3, Title 5 of the 1976 Code is amended by adding:

"Section 5-3-380.    When a municipality PreviousannexesNext property in a county that has a land use or zoning policy, plan, regulation, or ordinance, and the municipality density allowance or regulations allow for a greater density than the county allows, then the Department of Transportation may not provide curb cuts, engineering services, or any other expenditure of public funds to facilitate the development of the area Previousannexed."

SECTION    2.    This act takes effect upon approval by the Governor.
