AN ACT TO AMEND TITLE 48, CODE OF LAWS OF SOUTH CAROLINA, 1976, RELATING TO ENVIRONMENTAL PROTECTION AND CONSERVATION, SO AS TO ADD CHAPTER 55 WHICH CREATES THE SOUTH CAROLINA ENVIRONMENTAL AWARENESS AWARD TO BE PRESENTED PreviousANNUALLYNext TO A PERSON EXEMPLIFYING EXTRAORDINARY DEDICATION TO THE CONSERVATION AND PRESERVATION OF THE ENVIRONMENT OF SOUTH CAROLINA BY A COMMITTEE CONSISTING OF DESIGNATED REPRESENTATIVES FROM THE DEPARTMENT OF HEALTH AND ENVIRONMENTAL CONTROL, THE STATE COMMISSION OF FORESTRY, THE SEA GRANT CONSORTIUM, THE WATER RESOURCES COMMISSION, THE WILDLIFE AND MARINE RESOURCES COMMISSION, THE STATE LAND RESOURCES CONSERVATION COMMISSION, AND THE SOUTH CAROLINA COASTAL COUNCIL.

Whereas, the members of the General Assembly recognize the urgency of continuing conservation and preservation of the environment; and

Whereas, in their ongoing desire to perpetuate the concerns and actions of citizens in these matters, the members find it appropriate to recognize persons who have shown extraordinary dedication to the conservation and preservation of the environment of this State. Now, therefore,

Be it enacted by the General Assembly of the State of South Carolina:

Environmental Awareness Award established

SECTION 1. Title 48 of the 1976 Code is amended by adding:

"CHAPTER 55

South Carolina Environmental

Awareness Award

Section 48-55-10. (A) The South Carolina Environmental Awareness Award must be presented PreviousannuallyNext by a committee of two members appointed from each of the following:

(1) South Carolina Department of Health and Environmental Control by its commissioner;

(2) State Commission of Forestry by its chairman;

(3) South Carolina Sea Grant Consortium by its executive director;

(4) South Carolina Water Resources Commission by its chairman;

(5) South Carolina Wildlife and Marine Resources Commission by its chairman;

(6) State Land Resources Conservation Commission by its chairman; and

(7) South Carolina Coastal Council.

(B) The committee shall elect from its members a chairman and a secretary. The department or each commission shall provide for the expenses of its members, except collective expenses must be shared by the department and the commissions. Members are not eligible for mileage or per diem.

Section 48-55-20. The committee shall establish procedures for:

(1) conducting and scheduling its meetings;

(2) receiving nominations for the award; and

(3) selecting the recipient of the award.

Section 48-55-30. Presentation of the award and all related PreviousannouncementsNext must be made Previousannually the first week in February. It must recognize outstanding contributions made toward the conservation of South Carolina's environment for the previous year. The recipient shall:

(1) exemplify extraordinary dedication to preserving and protecting the environment and natural resources of South Carolina through statewide efforts or efforts in his community or neighborhood;

(2) possess upstanding moral character; and

(3) meet other reasonable criteria considered appropriate by the committee."

Time effective

SECTION 2. This act takes effect upon approval by the Governor.
