 THE ESTABLISHMENT OF SOUTH CAROLINA SCHOOL IMPROVEMENT COUNCILS AND TO EXTEND
 THE MOST SINCERE GRATITUDE OF THE MEMBERS OF THE GENERAL ASSEMBLY TO THE
 THOUSANDS OF PARENTS, TEACHERS, STUDENTS, AND COMMUNITY MEMBERS WHO HAVE
 VOLUNTARILY SERVED ON SCHOOL IMPROVEMENT COUNCILS THROUGHOUT THE STATE AND WHO
 HAVE BEEN COMMITTED TO IMPROVING THE QUALITY OF EDUCATION IN THEIR LOCAL
 COMMUNITIES.

TO HONOR AND CELEBRATE THE TWENTY-FIFTH ANNIVERSARY OF THE ESTABLISHMENT OF SOUTH CAROLINA SCHOOL IMPROVEMENT COUNCILS AND TO EXTEND THE MOST SINCERE GRATITUDE OF THE MEMBERS OF THE GENERAL ASSEMBLY TO THE THOUSANDS OF PARENTS, TEACHERS, STUDENTS, AND COMMUNITY MEMBERS WHO HAVE VOLUNTARILY SERVED ON SCHOOL IMPROVEMENT COUNCILS THROUGHOUT THE STATE AND WHO HAVE BEEN COMMITTED TO IMPROVING THE QUALITY OF EDUCATION IN THEIR LOCAL COMMUNITIES.

Whereas, by the Education Finance Act of 1977, the South Carolina General Assembly established School Improvement Councils to provide a way for local citizens to influence school programs; and

Whereas, the General Assembly outlined and increased the duties of members of School Improvement Councils in the Education Improvement Act of 1984 and the Education Accountability Act of 1998 to include assessing local educational needs, participating in the development of improvement plans, reporting school progress, and advising on the revisions of plans when the school report card indicated an unsatisfactory status; and

Whereas, each council member has devoted countless hours and intense energy to the education concerns of our State by serving as a voice for the continual improvement of the learning environments of our young people and ensuring the betterment of our schools; and

Whereas, by the tremendous support of the South Carolina School Improvement Council at the University of South Carolina, each council member has been afforded the opportunity to receive the necessary training in using the most effective methods to accomplish the desired goals for their local schools; and

Whereas, currently, sixteen thousand committed individuals give service to both their local communities and the State by being part of the ongoing mission of improving the quality of education in each school of this State; and

Whereas, on March 22, 2003, the Annual School Improvement Council Conference will be held to honor both past and present council members for their dedication to and advocacy of better education in the State and to celebrate the twenty-fifth anniversary of the establishment of School Improvement Councils in South Carolina. Now, therefore,

Be it resolved by the House of Representatives, the Senate concurring:

That the members of the General Assembly, by this resolution, wish to honor and celebrate the twenty-fifth anniversary of the establishment of South Carolina School Improvement Councils and extend the General Assembly's most sincere gratitude to the thousands of parents, teachers, students, and community members who have voluntarily served on school improvement councils throughout the State and who have been committed to improving the quality of education in their local communities.

Be it further resolved that a copy of this resolution be forwarded to the South Carolina School Improvement Council at the University of South Carolina.
