 A Bill to amend the Code of Laws of South Carolina, 1976, by adding Article 41
 to Chapter 3 of Title 56, so as to provide for an additional fee for a special
 or personalized license plate issued by the Department of Transportation if
 the cost to manufacture such plate is more than the actual annual fee
 collected by the Department.

A BILL

TO AMEND THE CODE OF LAWS OF SOUTH CAROLINA, 1976, BY ADDING ARTICLE 41 TO CHAPTER 3 OF TITLE 56, SO AS TO PROVIDE FOR AN ADDITIONAL FEE FOR A SPECIAL OR PERSONALIZED LICENSE PLATE ISSUED BY THE DEPARTMENT OF TRANSPORTATION IF THE COST TO MANUFACTURE SUCH PLATE IS MORE THAN THE ACTUAL ANNUAL FEE COLLECTED BY THE DEPARTMENT.

Be it enacted by the General Assembly of the State of South Carolina:

SECTION 1. Chapter 3 of Title 56 of the 1976 Code is amended by adding:

Section 56-3-3990. The annual fee charged by the department for the issuance of any special or personalized license plate must include an additional fee, if and to the extent that the annual fee collected by the department is less than the actual cost to manufacture the special or personalized license plate. The department must calculate this additional fee based on the preceding year's actual cost to manufacture the special or personalized license plate, and an estimation of the demand for this license plate in the subsequent year."

SECTION 2. This act takes effect upon approval by the Governor.
