for the appointment or election of members of boards and commissions from
these new districts, and to terminate the terms of office of all members of

FROM WHICH ALL MEMBERS OF BOARDS OR COMMISSIONS
MUST BE APPOINTED OR ELECTED, TO PROVIDE A
PROCEDURE FOR THE APPOINTMENT OR ELECTION OF
MEMBERS OF BOARDS AND COMMISSIONS FROM THESE NEW
DISTRICTS, AND TO TERMINATE THE TERMS OF OFFICE OF
ALL MEMBERS OF BOARDS OR COMMISSIONS HOLDING
OFFICE ON JULY 1, 1993.
Be it enacted by the General Assembly of the State of South Carolina:
SECTION 1. Notwithstanding any other provision of law, effective
July 1, 1993, the following boards and commissions which are appointed
by the Governor or elected by the General Assembly must be comprised
of twelve members: University of South Carolina, State Development
Board, Francis Marion University, Fire Commission, Department of
Highways and Public Transportation, S.C. Department of Agriculture,
Commission on Higher Education, Lander University, Medical
University of South Carolina, The University of Charleston, State
Department of Education, State Human Affairs Commission, and State
Board for Technical and Comprehensive Education. Three members
must be appointed or elected from each of the four districts described in
Section 2.
Within each district, no more than one member may be elected or
appointed from a county. One member must be appointed or elected
from a county with a population of less than eighty thousand within each
district. Members must be appointed or elected from each county in the
district on a rotating basis in alphabetical order.
SECTION 2. Notwithstanding any other provision of law, effective
July l, l993, the following boards and commissions which are appointed
by the Governor or elected by the General Assembly must be comprised
of eight members: S.C. School for the Deaf and Blind, S.C. Commission
on Alcohol and Drug Abuse, Board of Medical Examiners, State Ethics
Commission, State Museum Commission, State Board of Dentistry, Real
Estate Commission, Jobs-Economic Development Authority,
Educational Television Commission, S.C. Department of Parks,
Recreation and Tourism, S.C. Wildlife and Marine Resources
Department, Board of Examiners for Professional Counselors, Associate
Counselors, and Marital and Family Therapists, State Board of
Pharmacy, State Board of Chiropractic Examiners, S.C. Department of
Youth Services, S.C. Commission on Aging, S.C. Aeronautics
Commission, State Library, Vocational Rehabilitation Department,
Department of Health and Environmental Control, State Health and
Human Services Finance Commission, Department of Mental
Retardation, S.C. Commission for the Blind, Children's Foster Care
Review Board System, S.C. Department of Corrections, S.C.
Department of Probation, Parole and Pardon Services, State Athletic
Commission, State Department of Insurance, Residential Home Builders
Commission, and Occupational Health and Safety Review Board.
No more than one member may be elected or appointed from a
county. One member must be appointed or elected from a county with
a population of less than eighty thousand within each district. Members
must be appointed or elected from each county in the district on a
rotating basis in alphabetical order. For purposes of appointing or
electing members to boards or commissions pursuant to the provisions
of this act the following districts are enumerated:

SECTION 3. The composition of the governing bodies of the South
Carolina Pubic Service Authority (Santee Cooper) shall number eleven,
and South Carolina Coastal Council shall number twelve, and South
Carolina Public Service Commission shall number nine and each shall
remain the same except members appointed or elected from
Congressional Districts shall after the effective date of this act be
appointed or elected from the herein named election districts.
SECTION 4. The terms of all members of boards or commissions
holding office on July 1, 1993, are terminated on July 1, 1993, and the
vacancies must be filled according to the provisions of this act.
SECTION 5. This act takes effect upon approval by the Governor.
