A Joint Resolution to provide for 1994 only the dates for filing of all
candidates seeking nomination by political party primary, political party
convention, or petition is between noon June first and noon June fifteenth;
notwithstanding the provisions of Section 7-11-210 for 1994 only, the date for
filing the notice of candidacy and pledge is by noon June fifteenth;
notwithstanding the provisions of Section 7-13-40 for 1994 only, the date for
primary elections is the second Tuesday in August; to change for 1994 only,
the dates for filing for office, filing the notice of candidacy, and the date
for primary elections for candidates for school board whose primary elections
coincide with the general primary election established by Section 7-13-40; for
1994 only, to provide that if run-off primary elections are necessary they
must be held on August 23, 1994, notwithstanding the provisions of Section
7-13-350, the results of all elections must be certified to the appropriate
election commissioners by 12:00 noon on September 6, 1994, and notwithstanding
the provisions of Section 7-13-40 for 1994 only, to provide that certification
of names of all candidates to be placed on primary ballots must be made by the
political party chairman, vice chairman, or Secretary of State, Election
Commission or the county election commission, whichever is responsible under
law for preparing the ballot, not later than twelve o'clock noon on June

FIRST AND NOON JUNE FIFTEENTH; NOTWITHSTANDING THE
PROVISIONS OF SECTION 7-11-210 FOR 1994 ONLY, THE DATE
FOR FILING THE NOTICE OF CANDIDACY AND PLEDGE IS BY
NOON JUNE FIFTEENTH; NOTWITHSTANDING THE PROVISIONS
OF SECTION 7-13-40 FOR 1994 ONLY, THE DATE FOR PRIMARY
ELECTIONS IS THE SECOND TUESDAY IN AUGUST; TO CHANGE

ELECTION ESTABLISHED BY SECTION 7-13-40; FOR 1994 ONLY,
TO PROVIDE THAT IF RUN-OFF PRIMARY ELECTIONS ARE
NECESSARY THEY MUST BE HELD ON AUGUST 23, 1994,
NOTWITHSTANDING THE PROVISIONS OF SECTION 7-13-350; THE
RESULTS OF ALL ELECTIONS MUST BE CERTIFIED TO THE
APPROPRIATE ELECTION COMMISSIONERS BY 12:00 NOON ON
SEPTEMBER 6, 1994, AND NOTWITHSTANDING THE PROVISIONS
OF SECTION 7-13-40 FOR 1994 ONLY, TO PROVIDE THAT
CERTIFICATION OF NAMES OF ALL CANDIDATES TO BE PLACED
ON PRIMARY BALLOTS MUST BE MADE BY THE POLITICAL
PARTY CHAIRMAN, VICE CHAIRMAN, OR SECRETARY TO THE
STATE ELECTION COMMISSION OR THE COUNTY ELECTION
COMMISSION, WHICHEVER IS RESPONSIBLE UNDER LAW FOR
PREPARING THE BALLOT, NOT LATER THAN TWELVE O'CLOCK
NOON ON JUNE SEVENTEENTH.
Be it enacted by the General Assembly of the State of South Carolina:
Filing dates changed
SECTION 1. Notwithstanding the provisions of Section 7-11-15 of the
1976 Code, for 1994 only, the dates for filing for all candidates seeking
nomination by a political party primary, political party convention, or
petition is between noon June first and noon June fifteenth.
Date for filing notice of candidacy
SECTION 2. Notwithstanding the provisions of Section 7-11-210 of the
1976 Code, for 1994 only, the date for filing the notice of candidacy and
pledge is by noon on June fifteenth.
Dates for primary elections changed
SECTION 3. Notwithstanding the provisions of Section 7-13-40 of the
1976 Code, for 1994 only, the date for primary elections is the second
Tuesday in August.
Dates for school board elections changed
SECTION 4. Notwithstanding any other provision of law, for candidates
for school board whose primary elections coincide with the general primary
election established by Section 7-13-40 of the 1976 Code:
(1) for 1994 only, the dates for filing for all candidates seeking
nomination by a political party primary, political party convention, or
petition is between noon June first and noon June fifteenth;
(2) for 1994 only, the date for filing the notice of candidacy and pledge
is by noon on June fifteenth; and
(3) for 1994 only, the date for primary elections is the second Tuesday
in August.
Dates for run-off primary elections changed
SECTION 5. For elections held in 1994 only, if run-off primary elections
are necessary they must be held on August 23, 1994. Notwithstanding the
provisions of Section 7-13-350 of the 1976 Code, the results of all elections
must be certified to the appropriate state or county election commissioners
by 12:00 noon on September 6, 1994.
Dates for certification of names placed on primary ballot
changed
SECTION 6. Notwithstanding the provisions of Section 7-13-40, for 1994
only, certification of the names of all candidates to be placed on primary
ballots must be made by the political party chairman, vice chairman, or
secretary to the State Election Commission or the county election
commission, whichever is responsible under law for preparing the ballot,
not later than twelve o'clock noon on June seventeenth.
Time effective
SECTION 7. This joint resolution takes effect upon approval by the
Governor.
