A CONCURRENT
RESOLUTION
TO EXPRESS THE DEEPEST SYMPATHY OF THE MEMBERS OF
THE GENERAL ASSEMBLY TO THE FAMILY OF JUDGE JAMES
M. "MAC" MORRIS OF MANNING, ONE OF SOUTH
CAROLINA'S MOST DISTINGUISHED JURISTS, UPON HIS
RECENT DEATH.
Whereas, the members of the General Assembly were deeply saddened
to learn of the death on Thursday, September 5, 1991, of one of South
Carolina's most distinguished jurists, Judge James M. "Mac"
Morris of Manning; and
Whereas, Judge Morris was elected to the circuit bench on August 16,
1979, and served with distinction until his retirement approximately one
year ago. Prior to his election to the bench, he served as a member of
the South Carolina House of Representatives from 1955 to 1962, and
served two terms in the South Carolina Senate, one from 1963 to 1966
and the other from 1969 to 1976, before being elected a circuit judge;
and
Whereas, he was a native of Clarendon County, graduated from the
University of South Carolina Law School in 1955, and was a prominent
and respected attorney in Manning from 1954 to 1971; and
Whereas, "Mac" Morris embodied the finest attributes of a
judge. He was a student of the law and consummate professional while
at the same time being absolutely fair with a high respect for the office
he held as well as the lawyers and litigants who came before him; and
Whereas, the respect in which he was held by his peers is evidenced by
his receipt of the many awards and honors including the Silver Scales of
Justice Award, presented by the South Carolina Victims Assistance
Network in 1988 for outstanding public service for victims of crime; the
Leadership Award by the South Carolina Department of Parole and
Community Corrections in 1985 for outstanding contributions in
criminal justice; and the South Carolina Chamber of Commerce
Certificate of Award for distinguished service to his city, county, and
state; and
Whereas, he was above all a devoted husband and father who loved his
family very deeply and who gave to his family and many friends
unfailing kindness, consideration, and compassion; and
Whereas, with the death of this fine man and able jurist at the age of
sixty-three, the people of Clarendon County and the State of South
Carolina have lost an outstanding citizen, political, judicial, and
community leader and a good friend. Now, therefore,
Be it resolved by the House of Representatives, the Senate concurring:
That the members of the General Assembly hereby express their deepest
sympathy to the family of Judge James M. "Mac" Morris of
Manning, one of South Carolina's most distinguished jurists, upon his
recent death.
Be it further resolved that a copy of this resolution be forwarded to his
widow, Mrs. Martha Pierce Morris.
