A CONCURRENT
RESOLUTION
TO RECOGNIZE AND CONGRATULATE MR. WILLIAM
"BILL" LARK FOR BECOMING THE FIRST
AFRICAN-AMERICAN STATE COMMANDER OF SOUTH
CAROLINA VETERANS OF FOREIGN WARS TO ACHIEVE
"ALL AMERICAN COMMANDER" STATUS FOR
1995-96, AND TO ACKNOWLEDGE HIS OTHER
OUTSTANDING ACHIEVEMENTS.
Whereas, Mr. William "Bill" Lark became the first
African-American State Commander of the Veterans of Foreign
Wars for the State of South Carolina to achieve "All
American Commander" status for 1995-96; and
Whereas, he is a native of Newberry County and is a graduate of
the Newberry County public school system; and
Whereas, Mr. Lark entered the United States Army in 1951, where
he served with distinction for twenty years; and
Whereas, he was elected Senior Vice Commander of Post 4262 in
1978, and, in 1993, he was elected Junior Vice Commander for the
State of South Carolina; and
Whereas, Mr. Lark is a Korean War Veteran and a Vietnam War
Veteran; and
Whereas, he established a Korean War Memorial Committee within
the Veterans of Foreign Wars and he instituted a committee to help
homeless veterans in South Carolina; and
Whereas, Mr. Lark will be sworn in as National Chief of Staff at
the Ninety-Seventh National Convention in Louisville, Kentucky, in
August, 1996; he is the first member of the Veterans of Foreign
Wars in South Carolina to receive this honor. Now, therefore,
Be it resolved by the House of Representatives, the Senate
concurring:
That the members of the General Assembly recognize and
congratulate Mr. William "Bill" Lark for becoming the
first African-American State Commander of the Veterans of Foreign
Wars for the State of South Carolina to achieve "All
American Commander" status for 1995-96 and acknowledge
his many other outstanding achievements.
Be it further resolved that a copy of this resolution be forwarded to
Mr. William Lark.
