RETIREMENT AS DIRECTOR OF THE SOUTH CAROLINA DEPARTMENT OF NATURAL RESOURCES,
COMMENDING AND THANKING HIM FOR HIS MANY YEARS OF DISTINGUISHED SERVICE TO HIS
COMMUNITY, TO THE STATE OF SOUTH CAROLINA, AND TO THE UNITED STATES OF
AMERICA.

A CONCURRENT RESOLUTION
TO RECOGNIZE JAMES A. TIMMERMAN, JR., PH.D., UPON
HIS RETIREMENT AS DIRECTOR OF THE SOUTH CAROLINA
DEPARTMENT OF NATURAL RESOURCES, COMMENDING
AND THANKING HIM FOR HIS MANY YEARS OF
DISTINGUISHED SERVICE TO HIS COMMUNITY, TO THE
STATE OF SOUTH CAROLINA, AND TO THE UNITED STATES
OF AMERICA.
Whereas, James Anderson Timmerman, Jr., was born in Pelzer, South
Carolina, on April 6, 1935; he acquired his B.S. degree in zoology
from Clemson University in 1957, his M.S. degree in zoology from
Clemson University in 1959, and his Ph.D. degree in zoology from
Auburn University in 1963; Dr. Timmerman joined the faculty at The
Citadel in Charleston, South Carolina, in August 1961 and was later
appointed to head the new biology department which was formed at
the military college in July 1967; he was the youngest department
head ever to serve at The Citadel; he is married to the former Jo Anne
Brock of Belton, South Carolina, and they have three daughters and
a son; and
Whereas, Dr. Timmerman served as Acting Director of the Marine
Resources Division of the South Carolina Wildlife and Marine
Resources Department from March 1970 through December 1970; in
January 1971, he was made permanent Director of the Marine
Resources Division, where he served until January 1974, at which
time he was appointed Deputy Executive Director of the South
Carolina Wildlife and Marine Resources Department; on November
1, 1974, Dr. Timmerman was appointed Executive Director of the
South Carolina Wildlife and Marine Resources Department, which
developed into one of the premiere wildlife departments in the nation;
and
Whereas, during the 1993 South Carolina legislative session, the
South Carolina Restructuring Act was passed with the aim of
reorganizing several state agencies to make them more efficient and
responsive to public needs; effective July 1, 1994, a new agency, the
South Carolina Department of Natural Resources, was formed
unifying under one mission, leadership and organization the former
South Carolina Wildlife and Marine Resources Department, South
Carolina Geological Survey, Migratory Waterfowl Committee, and
non-regulatory portions of the South Carolina Water Resources
Commission and the South Carolina Land Resources Conservation
Commission; and
Whereas, Dr. Timmerman, known affectionately to his friends and
colleagues as "Doc", is a master "biopolitician" in the best sense of
the word, having the rare quality of working through the political
system, bringing scientific knowledge and experience to bear to
achieve sound resource objectives, and demonstrating the ability to
work with and enlist the support of a variety of individuals,
institutions, organizations, and agencies; and
Whereas, during a period of transition, Dr. Timmerman was named
Director-Designee of the South Carolina Department of Natural
Resources (SCDNR) in January of 1994; on July 15, 1994, the South
Carolina Department of Natural Resources Board voted unanimously
to name Dr. Timmerman agency Director, the position which he
currently holds; and
Whereas, Dr. Timmerman served as past President of the
International Association of Fish and Wildlife Agencies; past
President of the Southeastern Association of Fish and Wildlife
Agencies; past Chairman of the South Carolina Sea Grant
Consortium; past President of the Atlantic Flyway Council; past
President of the Coastal States Organization; past Chairman of the
South Carolina Governor's Cup Billfishing Series Board of Directors;
member of the South Carolina Law Enforcement Training Council;
member of the Atlantic States Marine Fisheries Commission; served
as a member of the Presidential Transition Team for President George
Bush during 1988-1989; served as the US Secretary of Commerce's
appointee to the Advisory Board of the National Marine Fisheries
Service; served as a member of the South Carolina Academy of
Science; served as a member of the South Carolina Patriot's Point
Development Authority Advisory Board; and served on numerous
advisory boards and committees at Clemson University; and
Whereas, in recognition of his extensive public service, James A.
"Doc" Timmerman has been awarded the 1997 Chuck Yeager Award
from the National Fish and Wildlife Foundation; the 1997 National
Wild Turkey Federation Award; the 1996 Lifetime Achievement
Award from the South Carolina Wildlife Federation; the 1996 C.W.
Watson Award from the Southeastern Association of Fish and
Wildlife Agencies; the 1990 Seth Gordon Award from the
International Association of Fish and Wildlife Agencies; the Order of
the Palmetto from the State of South Carolina presented by Governor
James B. Edwards; the Conservation Service Citation from the
National Wildlife Federation; both the Wildlife and Water
Conservationist of the Year awards from the South Carolina Wildlife
Federation; and numerous other national, state, and local awards in
Natural Resources Conservation. Now, therefore,
Be it resolved by the Senate, the House of Representatives
concurring:
That the General Assembly of the State of South Carolina, by this
resolution, commends James A. "Doc" Timmerman, Jr., Ph.D., for
his distinguished service and many contributions to his community,
to his State, and to his nation, and conveys their deepest thanks for
his years of service upon his retirement on June 30, 1997, as Director
of the South Carolina Department of Natural Resources and
congratulates him on being named the Agency's "Director Emeritus."
Be it further resolved that a copy of this resolution be forwarded to
James A. Timmerman, Jr., Ph.D.
