A CONCURRENT RESOLUTION

TO CONGRATULATE THE SOUTH CAROLINA ELECTRIC & GAS COMPANY AND THE SOUTH CAROLINA PUBLIC SERVICE AUTHORITY ON THE OCCASION OF THE TWENTY-YEAR ANNIVERSARY OF THE COMMERCIAL OPERATION OF THE V. C. SUMMER NUCLEAR PLANT, A JOINT PARTNERSHIP BETWEEN THESE TWO OUTSTANDING ORGANIZATIONS, WHICH WILL BE CELEBRATED ON MAY 27, 2004.

Whereas, in November 1972, the voters of South Carolina approved an amendment to the South Carolina Constitution authorizing the South Carolina Public Service Authority and South Carolina Electric & Gas Company to enter into a partnership to construct a nuclear power plant and a joint ownership agreement was signed on October 18, 1973; and

Whereas, South Carolina Electric & Gas Company applied to the Nuclear Regulatory Commission for a nuclear operating license in December 1976, and received the license in August 1982; and

Whereas, the V. C. Summer Nuclear Plant began commercial operations on January 1, 1984, and this year is celebrating its twentieth year of commercial operation; and

Whereas, the V. C. Summer Nuclear Plant has had an exemplary production and safety record which includes several INPO Excellent Ratings, top scores on NRC Systematic Assessment of Licensee Performance (SALP), recognition by the South Carolina Wildlife Federation in 1980 as "Industrial Conservationist of the Year", recognition by the South Carolina Chamber of Commerce for an outstanding safety record, and multiple Westinghouse "American Beauties" awards; and

Whereas, the V. C. Summer Nuclear Plant has provided benefits to our State through its production of efficient, reliable, and low cost electricity, it contributions to the Fairfield County tax base and employment, and to the life of the surrounding communities; and

Whereas, the V. C. Summer Nuclear Plant employees have provided dedicated support to numerous community outreach programs such as: Meals-On-Wheels, school homework centers, and Junior Achievement, and charitable fundraisers such as: United Way, American Heart Association, Juvenile Diabetes research and providing school supplies for needy children; and

Whereas, in April 2004, the Nuclear Regulatory Commission approved a twenty-year license extension for the V. C. Summer Nuclear Plant which will allow the plant to operate through 2042. Now, therefore,

Be it resolved by the Senate, the House of Representatives concurring:

That the members of the General Assembly congratulate the South Carolina Electric & Gas Company and the South Carolina Public Service Authority on the occasion of the twenty-year anniversary of the commercial operation of the V. C. Summer Nuclear Plant, a joint partnership between these two outstanding organizations, which will be celebrated on May 27, 2004.

Be it further resolved that a copy of this resolution be forwarded to the South Carolina Electric & Gas Company and the South Carolina Public Service Authority.
