THE COMMITTEE ON TRANSPORTATION

To whom was referred a Concurrent Resolution (H. 4699) to request that the Department of Transportation name the portion of Old United States Highway 52 from its intersection with the Moncks Corner City Limits, etc., respectfully

REPORT:

That they have duly and carefully considered the same and recommend that the same do pass:

A CONCURRENT RESOLUTION

TO REQUEST THAT THE DEPARTMENT OF TRANSPORTATION NAME THE PORTION OF OLD UNITED STATES HIGHWAY 52 FROM ITS INTERSECTION WITH THE MONCKS CORNER CITY LIMITS SOUTHWARD TO ITS INTERSECTION WITH NEW UNITED STATES HIGHWAY 52 IN BERKELEY COUNTY THE "LIEUTENANT GENERAL HENRY DOCTOR, JR. MEMORIAL HIGHWAY" AND ERECT APPROPRIATE MARKERS OR SIGNS ALONG THIS HIGHWAY THAT CONTAIN THE WORDS "LIEUTENANT GENERAL HENRY DOCTOR, JR. MEMORIAL HIGHWAY".

Whereas, Lieutenant General Henry Doctor, Jr., was born on August 23, 1932, in Berkeley County, the son of the late Henry Doctor, Sr., and Annie Aiken Doctor, and died on December 7, 2007; and

Whereas, he grew up in a Christian home on his family's farm in the Town of Oakley; and

Whereas, he met his wife, the former Janie Manigault, while in high school and together they were blessed with four children, five grandchildren, and one great-grandchild; and

Whereas, Lieutenant General Doctor received a Bachelor of Science Degree from South Carolina State University, and a Master of Arts Degree from Georgia State University; and

Whereas, upon receiving his undergraduate degree, he was commissioned as a Second Lieutenant in the United States Army, and completed thirty-five years of service defending the freedom of his country; and

Whereas, while a member of the United States Army, he held leadership positions at all levels within the Department of Army and retired with the rank of Lieutenant General; and

Whereas, Lieutenant General Doctor received an Honorary Doctorate of Laws Degree from South Carolina State University and an Honorary Doctor of Military Science Degree from The Citadel; and

Whereas, he was a member of Greater Little Zion Baptist Church in Fairfax, Virginia where he served as Chairman of the Deacon Ministry for five years; and

Whereas, it is fitting and proper for the members of the General Assembly to recognize the many contributions that this son of South Carolina made to this State and our nation by naming a portion of Old United States Highway 52 in Berkeley County in his honor. Now, therefore,

Be it resolved by the House of Representatives, the Senate concurring:

That the members of the General Assembly request that the Department of Transportation name the portion of Old United States Highway 52 from its intersection with the Moncks Corner City Limits southward to its intersection with New United States Highway 52 in Berkeley County the "Lieutenant General Henry Doctor, Jr. Memorial Highway" and erect appropriate markers or signs along this portion of highway that contain the words "Lieutenant General Henry Doctor, Jr. Memorial Highway".

Be it further resolved that a copy of this resolution be forwarded to the Department of Transportation.
