AN ACT TO AMEND ACT 345 OF 1965, AS AMENDED,
RELATING TO THE SPARTANBURG MUNICIPAL CIVIL SERVICE
SYSTEM, SO AS TO PROVIDE AN EXEMPTION FROM THE
RESIDENCY AND ELECTOR REQUIREMENTS FOR APPLICANTS
FOR ENTRY-LEVEL POSITIONS AND TO PROHIBIT THE
PROMOTION OF AN APPLICANT HIRED FROM WITHIN OR
OUTSIDE THE COUNTY AT AN ENTRY-LEVEL POSITION UNTIL
ONE YEAR IN THE SYSTEM HAS ELAPSED.
Be it enacted by the General Assembly of the State of South Carolina:
Exemption from residency and elector requirements; promotion
prohibited
SECTION 1. Section 6 of Act 345 of 1965, as last amended by Act 991
of 1966, is further amended to read:
"Section 6. An applicant for a position under civil service
must be:
(1) a citizen of the United States of America and an elector of
Spartanburg County in which he resides, who can read and write the
English Language, and must have been a resident of Spartanburg County
for at least one year. However, an applicant for an entry-level position as
a public safety officer is exempt from the one-year residency requirement
and the requirement to be an elector of Spartanburg County, and an
applicant who is hired from within or outside of Spartanburg County at an
entry-level position may not be promoted until one year in the system has
elapsed;
(2) not more than thirty-five and not less than twenty-one years of
age, in ordinary good health, of good moral character, and of temperate
habits. These facts must be ascertained in a manner the commission
considers advisable."
Time effective
SECTION 2. This act takes effect upon approval by the Governor.
