S 0019 General Bill, By McConnell
A Bill to amend Section 17-15-10, Code of Laws of South Carolina, 1976,
relating to release of a noncapital offender on his own recognizance, so as to
provide for a nonviolent offender instead of a noncapital offender to be
ordered released pending trial on his own recognizance under certain
circumstances and to provide that a person charged with a violent crime must
not be released pending trial on his own recognizance when the proof is
evident or the presumption great, the person charged is already admitted to
bail on a separate violent crime charge and where the proof is evident or the
presumption great as to the present charge; or if the person charged poses a
substantial danger to any other person or the community, if no conditions of
release will reasonably assure the safety of the other person or the
community, and if the proof is evident or the presumption great as to the
 present charge.
