 A Bill to amend the Code of Laws of South Carolina, 1976, by adding Chapter 19
 to Title 52 so as to provide for a South Carolina State Lottery and to provide
 penalties for violations; to amend the Code by adding Section 16-19-35 so as
 to provide that persons engaged in a state lottery are not guilty of crimes
 defined by Sections 16-19-10 through 16-19-30 relating to unlawful lotteries;
 to amend Section 12-7-560, as amended, relating to items which may not be
 included in gross income for tax purposes, so as to exempt prizes or winnings
 from state lotteries conducted pursuant to Chapter 19 of Title 52; to amend
 Section 12-35-550, as amended, relating to the sales and use tax, so as to
 exempt the gross proceeds of the sale of lottery tickets and shares in
 accordance with Chapter 19 of Title 52; and to provide an appropriation, all
 subject to ratification of an amendment to Section 7 of Article XVII of the
 Constitution of South Carolina, 1895, permitting state lotteries.
