 facilities of political subdivisions, so as to include the sewers, waterworks,

 provisions and increase the monetary penalty from one to two hundred dollars;
 and to amend Section 16-13-385, relating to altering, tampering with, or
 bypassing electric, gas, or water meters, so as to increase the monetary
 penalty for a first offense violation from one hundred to two hundred dollars.
