 A Bill to amend Section 56-5-5015, Code of Laws of South Carolina, 1976,
 relating to motor vehicle glass which is transparent from only one side, so as
 to make it unlawful for any person to sell any substance or material for use
 upon the windshield or window glass of a motor vehicle that would render the
 windshield or window glass to be in noncompliance with Federal Motor Vehicle
 Safety Standard No. 205, or any other applicable standard, to make it unlawful
 for any person to install a windshield or window glass in a motor vehicle or
 place any substance or material upon any windshield or window glass that would
 reduce light transmittance more than thirty percent or that produces a mirror
 or metallic appearance when viewed by a person outside the vehicle, to make it
 unlawful for a vehicle so equipped to be operated, to revise the permitted new
 car exception to the provisions of this Section and make them applicable to
 the above prohibitions, and to make the penalty provisions of the Section
 applicable to the above prohibitions.
