 A Bill to amend Section 16-11-700, as amended, Code of Laws of South Carolina,
 1976, relating to littering, so as to provide that the twenty-five dollar fee
 assessed against a person convicted of violating the litter laws must be paid
 to the county or to the municipality in which the violation occurred.
