A CONCURRENT
RESOLUTION
EXPRESSING THE DEEPEST SYMPATHY OF THE MEMBERS OF
THE GENERAL ASSEMBLY TO THE FAMILY AND MANY
FRIENDS OF THE LATE WILLIAM R. RISHER.
Whereas, the members of the General Assembly were deeply saddened
to learn of the death on April 17, 1992, of Col. William Rhett
"Bill" Risher; and
Whereas, Col. Risher, former chairman of The Citadel Board of Visitors,
was serving his second three-year term as board chairman when he was
forced to resign as a result of ill health on April 3, 1992; and
Whereas, as a member of the board for more than twenty years, he was
honored at Corps Day Review of the South Carolina Corps of Cadets in
March, 1992, with an honorary doctor of laws degree; and
Whereas, Col. Risher was considered by many the epitome of The
Citadel Man, graduating from the institution in 1947; and
Whereas, after receiving a master's degree in education at the University
of North Carolina, Col. Risher in 1948 joined the faculty of Carlisle
Military Academy, from which he had previously graduated in 1944, and
from 1958 to 1977 was Carlisle's owner and headmaster; and
Whereas, in addition to his distinguished service to The Citadel, Col.
Risher had served as a senior vice-president of the United States Jaycees
and president of the South Carolina Jaycees, was president of the Easter
Seal Society of South Carolina, Easter Seal chairman, and vice-president
and campaign chairman of the South Carolina Mental Health
Association; and
Whereas, it is appropriate for the members of the General Assembly to
pause in their deliberations so that they might note the passing of so
distinguished a son of South Carolina and of The Citadel. Now,
therefore,
Be it resolved by the House of Representatives, the Senate concurring:
That the members of the General Assembly express their very deepest
sympathy to the family and many friends of the late William R. Risher.
Be it further resolved that a copy of this resolution be forwarded to his
widow, Mrs. Sylvia Wilson Risher.
