RESOLUTION IMPOSING A NEW TAX AFFECTING MORE
THAN FIFTY PERCENT OF THE POPULATION OF THE STATE
TO RECEIVE A TWO-THIRDS MAJORITY VOTE ON SECOND
READING.
Be it resolved by the House of Representatives:
That Rule 5 of the Rules of the House of Representatives is amended
by adding an appropriately numbered item at the end to read:
"5.___ A bill or joint resolution imposing a new tax
affecting more than fifty percent of the population of this State must
receive on second reading a majority vote of at least two-thirds of the
membership of the House."
