S 0988 General Bill, By Senate Judiciary
A Bill to amend Sections 17-27-20, 17-27-70, 17-27-90, and 17-27-100, Code of
Laws of South Carolina, 1976, relating to post-conviction procedures, so as to
expressly provide for relief in cases of deprivaton of certain rights to
direct appeals, to provide that appeals from final judgments on
post-conviction applications shall be to a panel of three circuit judges
rather than to the State Supreme Court, except in cases where an applicant is
found entitled to a belated appeal; to provide procedures for deciding an
applicant's right to a belated appeal; and to provide for selection and
functioning of three-circuit-judge panels.
