 A Bill to provide that no convictionNext as defined by Section 56-1-710, Code of
 Laws of South Carolina, 1976, for violations of Chapter 5 of Title 56 (Uniform
 Act Regulating Traffic on Highways) shall be recorded on any person's driving
 record unless such Previousconviction was the result of an arrest by a highway
 patrolman and tried in a Magistrate's Court or any other Court of superior
 jurisdiction.
