AN ACT TO PROVIDE FOR SEVEN SINGLE-MEMBER DISTRICTS FROM WHICH THE MEMBERS OF THE GOVERNING BODY OF SUMTER COUNTY MUST BE ELECTED BEGINNING WITH THE GENERAL ELECTION OF 1984, TO PROVIDE FOR THEIR TERMS OF OFFICE, AND TO PROVIDE FOR THE DATES WHEN THE 1984 FILING FOR COUNTY COUNCIL OFFICES SHALL BEGIN AND FOR THE DATES WHEN THE 1984 PRIMARY AND GENERAL ELECTIONS SHALL BE HELD.
Be it enacted by the General Assembly of the State of South Carolina:
Single member districts for governing body of Sumter County
SECTION 1. Beginning with the general election of 1984, one member of the governing body of Sumter County must be elected from each of the following districts:

Composition of council
SECTION 2. The county council of Sumter County shall consist of seven members, one of whom must be elected from each of the districts established in Section 1. The terms of office of the members are four years and until their successors are elected and qualify, except that of those members elected in 1984, the members elected from Districts 2, 4, and 6 shall serve for initial terms of two years. Their successors must be elected in the general election every four years thereafter for terms of office of four years each.
Filing for offices
SECTION 3. if justice Department preclearance of this act is received by August 14, 1984, filing for county council offices shall begin on August 14 at noon and run to noon on August 17, 1984. The primary must be held on September 11, 1984, with any runoff to be held on September 25, 1984. All candidates must be certified to the appropriate authorities charged with printing up ballots by October 5, 1984, so that the election for Sumter County Council can be held at the November, 1984, general election. All general statutory provisions regarding time and dates for filing are suspended and the above-cited time lines are to be followed for purposes of this one election for county council only.
Should Justice Department preclearance not be received by August 14, 1984, the Sumter County Council shall set the dates for filing for these offices and the dates of a special primary and general election for these offices in accordance with the following schedule:
(1) Filing shall commence one week after the county council has received notice of preclearance;
(2) The primary shall be held on the fifth Tuesday after notification of preclearance is received;
(3) Runoffs shall be held on the second Tuesday following the primary;
(4) Certification of candidates winning the primary shall be completed at least thirty days before the general election;
(5) The general election shall be held on the twelfth Tuesday after notification of preclearance has been received unless this date falls on a holiday, in which case the general election shall be held on the next ensuing Tuesday which is not a holiday.

SECTION 4. This act shall take effect upon approval by the Governor. |
