TO RECOGNIZE AND COMMEND REVEREND DOCTOR SAMUEL B. MARSHALL FOR HIS DISTINGUISHED THIRTY-TWO PLUS YEARS OF SERVICE AS A MEMBER OF THE BOARD OF TRUSTEES OF ORANGEBURG PreviousCOUNTYNext CONSOLIDATED SCHOOL DISTRICT THREE ON THE OCCASION OF HIS RETIREMENT FROM THE BOARD AND EXTEND TO HIM EVERY BEST WISH FOR A HAPPY AND ENJOYABLE RETIREMENT.

Whereas, the residents of Orangeburg PreviousCountyNext School District Three have been blessed with Reverend Doctor Samuel Marshall's distinguished service as a member of the Board of Trustees for over thirty-two years from 1973-2005; and

Whereas, in that long service, Reverend Marshall has devoted much time to serving the community and carrying out his official duties and beyond; and

Whereas, the Reverend Marshall was born in the parsonage of Good Hope Baptist Church in St. George, South Carolina, a son of the late Reverend and Mrs. Jerry Marshall; and

Whereas, the young Samuel Marshall was baptized at the age of ten and became a member of the Good Hope Baptist Church; and

Whereas, growing up in St. George, he attended the public schools and graduated from Voorhees High School in Denmark, South Carolina; and

Whereas, following his completion of high school, Reverend Marshall continued his education at South Carolina State College, where he earned a Bachelor of Science Degree in Agriculture and later a Master of Education Degree. He also studied voice at South Carolina State College from 1940 to 1944 and in New York City from 1951 to 1955; and

Whereas, the Reverend Marshall was bestowed the Honorary Doctorate of Divinity Degree from Morris College in Sumter, South Carolina; and

Whereas, in his professional career, he served as principal at Ruffin High School, PreviousCountyNext Agricultural Agent in Newberry PreviousCountyNext, Principal of Central High School, a science teacher at Cross High School, and owner and manager of Shuler-Marshall Funeral Home; and

Whereas, Reverend Marshall has served the religious community as pastor of Second Providence Baptist Church, pastor of Good Hope Baptist Church, Moderator of Lovely Hill Association, member of the Board of Directors of the Women's Auxiliary Convention and Sunday School Convention for the Lovely Hill Association, member of the Board of Trustees of Morris College, advisor for the Ministerial Alliance of Lower Orangeburg PreviousCountyNext and Upper Dorchester PreviousCountyNext, member of the South Carolina Educational and Missionary Convention, and member of the National Baptist Convention U.S.A., Inc.; and

Whereas, he has served his community as President of Upper Dorchester PreviousCountyNext Branch of the NAACP as a Life Member of the NAACP, Chairman of the Board of Trustees for Orangeburg PreviousCountyNext District Three, former Chairman for the MATE Program Advisory Committee at Benedict College, Chairman of Eastern Orangeburg PreviousCountyNext Enterprise Community, former Chairman of the Francis Folk Recreation Park Committee, member of the advisory committee at Holman Cement Plant, member of the National School Boards Association, and as a member of Kappa Alpha Psi Fraternity, Incorporated; and

Whereas, Reverend Marshall was married to the late Naomi Veronica Shuler, and their beloved daughter, Samuetta Valencia Marshall, now serves with distinction as Orangeburg PreviousCountyNext Coroner; and

Whereas, the members of the General Assembly, by this resolution, pause to recognize and thank on behalf of the citizens of Orangeburg PreviousCountyNext and the State of South Carolina, this living legend for his distinguished service in public office and for his contributions to Orangeburg PreviousCounty School District Three upon the occasion of his retirement; and

Whereas, the Reverend Doctor Samuel B. Marshall's retirement ceremony will be celebrated on May 22, 2006. Now, therefore,

Be it resolved by the House of Representatives:

That the members of the House of Representatives, by this resolution, recognize and commend Reverend Doctor Samuel B. Marshall for his distinguished thirty-three plus years on the occasion of his retirement from this office, and extend to him every best wish for a happy and enjoyable retirement.

Be it further resolved that a copy of this resolution be forwarded to Reverend Doctor Samuel B. Marshall.
