A Bill to amend the Code of Laws of South Carolina, 1976, by adding Section
4-1-160 so as to provide that if any provision of law concerning appointments
to or approval of a budget for a county board, commission, or district,
excluding school districts, requires an action on the part of a county
legislative delegation, the responsibility for that required action, upon
written resolution signed by a majority of the county legislative delegation,
shall devolve to the governing body of the county.

A BILL
TO AMEND THE CODE OF LAWS OF SOUTH CAROLINA, 1976,
BY ADDING SECTION 4-1-160 SO AS TO PROVIDE THAT IF ANY
PROVISION OF LAW CONCERNING APPOINTMENTS TO OR
APPROVAL OF A BUDGET FOR A COUNTY BOARD,
COMMISSION, OR DISTRICT, EXCLUDING SCHOOL DISTRICTS,
REQUIRES AN ACTION ON THE PART OF A COUNTY
LEGISLATIVE DELEGATION, THE RESPONSIBILITY FOR THAT
REQUIRED ACTION, UPON WRITTEN RESOLUTION SIGNED BY
A MAJORITY OF THE COUNTY LEGISLATIVE DELEGATION,
SHALL DEVOLVE TO THE GOVERNING BODY OF THE
COUNTY.
Be it enacted by the General Assembly of the State of South Carolina:
SECTION 1. The 1976 Code is amended by adding:
"Section 4-1-160. If any provision of law requires an action
on the part of a county legislative delegation concerning appointments
to or approval of a budget for a county board, commission, or district,
excluding school districts, the responsibility for that required action,
upon written resolution signed by a majority of the county legislative
delegation, shall devolve to the governing body of the county."
SECTION 2. This act takes effect upon approval by the Governor.
