A HOUSE RESOLUTION

TO EXPRESS THE PROFOUND SORROW OF THE MEMBERS OF THE SOUTH CAROLINA HOUSE OF REPRESENTATIVES UPON THE PASSING OF CARNELL MURPHY, SR., OF FAIRFIELD PreviousCOUNTYNext AND TO EXTEND THE DEEPEST SYMPATHY TO HIS FAMILY AND MANY FRIENDS.

Whereas, the members of the South Carolina House of Representatives were saddened to learn of the death of Carnell Murphy, Sr., of Fairfield PreviousCountyNext on April 4, 2013; and

Whereas, born in Fairfield PreviousCountyNext on March 12, 1947, he was a son of the late Thomas and Margaree Weldon Murphy, Sr.; and

Whereas, a leader who understood that the best leading takes place when executed with the heart and humility of a servant, this lifelong resident of Fairfield PreviousCountyNext graduated from Voorhees College with a bachelor's degree in political science, followed by postgraduate studies at the University of South Carolina, Clemson University, Coastal Carolina University, College of Charleston, and South Carolina State University; and

Whereas, before retiring, Carnell spent thirty-four years of his life in the Fairfield PreviousCountyNext public schools, where he served as teacher, coach, athletic director, transportation supervisor, coordinator of the Stay-in-School Program, hearing officer, and coordinator and director of adult education; and

Whereas, Carnell also labored in the political and civic arenas throughout his life to bring change and empowerment to individuals and communities; and

Whereas, Carnell was a member of the Fairfield PreviousCountyNext Council for twenty-two years, fourteen as chairman. His civic affiliations include the Committee of One Hundred, NAACP, Regional Youth Action Council, Rural Transit Assistance Program, Central Midlands Council of Governments, Elected Black Officials in the State of South Carolina, Palmetto Primary Health Care Center, National Association of PreviousCountiesNext, and the first Fairfield PreviousCountyNext Recreational Board; and

Whereas, his past accolades and awards are many. The South Carolina House of Representatives honored him for implementing a nationally recognized At-Risk Program in the PreviouscountyNext. He also received the I. DeQuincy Newman Award for work in PreviouscountyNext government. He was chair of the South Carolina Judicial Review Committee of Black Elected Officials and an executive committee member of the Central Carolina Economic Development Alliance Board. He was appointed by the Governor to the State Workforce Investment Board and spoke to the General Assembly on reapportionment; and

Whereas, an active member of Shiloh First Independent Church, he served there as steward, program coordinator, and member of the food committee; and

Whereas, he leaves to cherish his memory his devoted wife, Elizabeth Davis Murphy, the love of his life for more than forty-three years; four children, Yolanda, Carnella, Carnell, Jr., and Germayel; four grandchildren, Ikia, Ikayla, Christopher, and Germayel, Jr.; and a host of other family members and friends. He will be greatly missed. Now, therefore,

Be it resolved by the House of Representatives:

That the members of the South Carolina House of Representatives, by this resolution, express their profound sorrow upon the passing of Carnell Murphy, Sr., of Fairfield PreviousCounty and extend the deepest sympathy to his family and many friends.

Be it further resolved that a copy of this resolution be provided to Mrs. Elizabeth Davis Murphy for the family.
