TO HONOR WILLIAM T. "BILL" NOONAN, SUMTER PreviousCOUNTYNext ADMINISTRATOR, UPON HIS RETIREMENT, TO THANK HIM FOR HIS MANY YEARS OF DEDICATED SERVICE TO THE PALMETTO STATE, AND TO WISH HIM MUCH FULFILLMENT AND SUCCESS IN ALL HIS FUTURE ENDEAVORS.

Whereas, having served his State with excellence for many years, William T. "Bill" Noonan will soon be retiring from his post as Sumter PreviousCountyNext Administrator, in which position he currently holds the distinction of being the longest-serving administrator in PreviouscountyNext government history; and

Whereas, this native of Silver Spring, Maryland, in preparation for a varied career, received his bachelor's degree from Furman University in 1963 and his master's degree in 1970 from Appalachian State University in Boone, North Carolina; and

Whereas, following fifteen years' service as a teacher, coach, and administrator with Sumter PreviousCountyNext School Districts Two and Seventeen, Bill joined the management team at Campbell Soup Company's Sumter plant in 1978 as its human resources director. He held this position until 1985, when he was promoted to regional risk manager of the company's Southern Division, which encompasses six plants in Georgia, South Carolina, North Carolina, and Maryland; and

Whereas, after twelve years with Campbell Soup Company, he accepted the position of Chief Administrative Officer for Sumter PreviousCountyNext, where he has served for twenty-one years; and

Whereas, Bill strongly believes in personal involvement with his community. His convictions have led him to serve with the Greater Sumter Chamber of Commerce; United Way of Sumter, Clarendon and Lee PreviousCountiesNext, board of directors and past president; Governor's Initiative for Work Force Excellence; Leadership South Carolina; Leadership Sumter; and South Carolina Executive Leadership Program. He is also a former member of the Sumter School District 17 Board of Trustees (1984-1990); and

Whereas, in addition, he currently serves as Secretary for the South Carolina Association of PreviousCountiesNext Board of Directors and as a trustee of the South Carolina Association of PreviousCountiesNext Workers' Compensation and Liability Trust Funds. He is a past President of the South Carolina Association of PreviousCountiesNext Managers, Administrators and Supervisors Association; and

Whereas, Bill Noonan is married to the former Sandy Andrews of Sumter, and together they enjoy their four fine children and fifteen delightful grandchildren; and

Whereas, having earned the respect of all those who have had the privilege of working with him, Bill Noonan will be remembered with affection and gratitude by colleagues and legislative friends for years to come. The Senate trusts he will find great pleasure in the more relaxing pace of the days ahead. Now, therefore,

Be it resolved by the House of Representatives, the Senate concurring:

That the members of the South Carolina General Assembly, by this resolution, honor William T. "Bill" Noonan, Sumter PreviousCounty Administrator, upon his retirement, thank him for his many years of dedicated service to the Palmetto State, and wish him much fulfillment and success in all his future endeavors.

Be it further resolved that a copy of this resolution be provided to William Noonan.
