H 2656 General Bill, By D.M. Beasley and D.L. Ogburn
A Bill to amend Section 7-13-40, Code of Laws of South Carolina, 1976, as
amended, relating to the date of political party primaries and the date for
submitting entries therefor, so as to change such dates; to amend Section
7-13-70, relating to elections, so as to provide for the creation of an
election commission for each county and to devolve the powers and duties of
county boards of registration on the county election commissions; to amend the
1976 Code by adding Section 7-13-75, so as to provide for the appointment of
three managers of election for each polling place for each five hundred
electors thereof; to amend Section 7-15-420, relating to receipt, reporting
and tabulation of absentee ballots, so as to revise such procedures; to
provide that each county shall have a county administrator of elections, to
provide for the appointment, compensation and duties of such county
administrators of election; to authorize persons to make certain contributions
for the purpose of financing the political party primaries held in this State,
which contributions shall be part of the General Fund of this State; to
authorize such persons making a contribution to exempt a like amount from
their income subject to State Income Tax; to revise the amount of filing fees
that are required when a candidate files to run for an office in a political
party primary; to provide that such filing fees shall be a part of the General
Fund of the State; to provide that the cost of political party primaries shall
be paid from the General Fund of this State; to provide that the State
Election Commission in conjunction with the respective county election
commissions shall conduct political party primary elections; to change all
references in the 1976 Code to county commissioners of election and
registration boards to the Election Commission of the particular county; and
to repeal Article 1 of Chapter 5 of Title 7 of the 1976 Code, relating to
county boards of registration.
