TO AMEND SECTION 4-9-10, CODE OF LAWS OF SOUTH CAROLINA, 1976, RELATING TO THE AUTHORIZATION TO CONDUCT A REFERENDUM TO DETERMINE A CHANGE IN THE FORM OF PreviousCOUNTYNext GOVERNMENT, NUMBER OF PreviousCOUNTYNext COUNCIL MEMBERS, OR METHODS OF ELECTION, SO AS TO AUTHORIZE A REFERENDUM TO BE HELD TO CHANGE THE METHODS OF ELECTION OF PreviousCOUNTYNext COUNCILS AND PROVIDE FOR AND LIMIT THE ALTERNATE METHODS OF ELECTION WHICH MAY BE ESTABLISHED.

Be it enacted by the General Assembly of the State of South Carolina:

SECTION 1. Section 4-9-10 of the 1976 Code is amended by adding:

"(f) In addition to the referendum authorized to change the form of government and number and composition of PreviouscountyNext councils in subsection (c) of this section, the referendum may be held to change the methods of election of PreviouscountyNext councils. The alternate methods of election which may be established by the referendum are limited to:

(1) at large from the PreviouscountyNext;

(2) from defined single-member election districts;

(3) at large with residency requirements;

(4) any combination of (1), (2), and (3);

(5) any other method in effect in the Previouscounty when the referendum is held."

SECTION 2. This act takes effect upon approval by the Governor.
