S. 495

Introduced by Senators Elliott and Rankin

S. Printed 3/10/99--H.

THE COMMITTEE ON

INVITATIONS AND MEMORIAL RESOLUTIONS

To whom was referred a Concurrent Resolution (S. 495), to request that the Department of Transportation name the bridge over the Intracoastal Waterway in the restaurant row area of Horry PreviousCountyNext, etc., respectfully

REPORT:

That they have duly and carefully considered the same, and recommend that the same do pass:

RICHARD M. QUINN, JR., for Committee.

A CONCURRENT RESOLUTION

TO REQUEST THAT THE DEPARTMENT OF TRANSPORTATION NAME THE BRIDGE OVER THE INTRACOASTAL WATERWAY IN THE RESTAURANT ROW AREA OF HORRY PreviousCOUNTYNext IN HONOR OF MR. WILLIAM H. ALFORD.

Whereas, Horry PreviousCountyNext over the past four decades has become the fastest growing PreviouscountyNext in South Carolina and one of the fastest growing PreviouscountiesNext in America; and

Whereas, building highways and other infrastructure to match the pace has been a difficult task for local as well as state government; and

Whereas, in recent years much progress has been made, beginning with construction on the Conway Bypass, to add and improve bridges and highways in order to address the substantial enhancements needed; and

Whereas, the first phase of progress made on the Conway Bypass was letting the contract in 1994 to build the bridge over the Intracoastal Waterway; and

Whereas, William H. "Billy" Alford of Myrtle Beach has been one of Horry PreviousCountyNext's great civic leaders serving with distinction in many local and state activities; and

Whereas, Mr. Alford served on the South Carolina Highway Commission from 1990 to 1994 and as its Chairman from 1992 to 1993. It was during this time, under Mr. Alford's leadership, that the contract was let to build the bridge over the Intracoastal Waterway; and

Whereas, this first step was a giant one to begin construction on the Conway Bypass and to begin meeting the enormous highway infrastructure needs in Horry PreviousCountyNext. Now, therefore,

Be it resolved by the Senate, the House of Representatives concurring:

That the members of the General Assembly request that the Department of Transportation name the bridge over the Intracoastal Waterway in the Restaurant Row area of Horry PreviousCounty as the "William H. Alford Bridge" and to install appropriate markers or signs at this bridge as the Department of Transportation considers appropriate.

Be it further resolved that a copy of this resolution be forwarded to

the Department of Transportation and Mr. Alford.
