COMMITTEE REPORT

March 9, 1994

S. 1149

Introduced by SENATORS Greg Smith, Rankin, McGill and PreviousWashington

S. Printed 3/9/94--S.

Read the first time February 9, 1994.

THE COMMITTEE ON FINANCE

To whom was referred a Bill (S. 1149), to amend Section 1-11-720, Code of Laws of South Carolina, 1976, relating to entities whose employees are eligible for the State Health and Dental Insurance Plans, etc., respectfully

REPORT:

That they have duly and carefully considered the same, and recommend that the same do pass:

JOHN DRUMMOND, for Committee.

STATEMENT OF ESTIMATED FISCAL IMPACT

1. Estimated Cost to State-First Year $ See Below*

2. Estimated Cost to State-Annually

Thereafter $ See Below*

Senate Bill 1149 would amend Section 1-11-720(A) of the South Carolina Code of Laws, 1976, so as to allow employees, retirees and their eligible dependents of community action agencies that receive funding from the Community Services Block Grant Program administered by the Governor's Office, Division of Economic Opportunity, to be eligible for coverage under the State Health and Dental Insurance Plans.

The community action agencies which receive funding from the Community Services Block Grant Program are currently paying private insurance premiums from the funds they receive. These payments would be redirected and would therefore incur no additional costs.

Passage of this legislation would have no fiscal impact on the General Fund of the State.

* Costs to the Health Insurance System are based on claims and since it is impossible to predict the claims experience of any new group entering the Plan of Benefits, the fiscal impact to the plan cannot be determined.
