Code of Laws of South Carolina, 1976, relating to entities whose
employees are eligible for the State Health and Dental Insurance Plans,
etc., respectfully

Senate Bill 1149 would amend Section 1-11-720(A) of the South
Carolina Code of Laws, 1976, so as to allow employees, retirees and their
eligible dependents of community action agencies that receive funding
from the Community Services Block Grant Program administered by the
Governor's Office, Division of Economic Opportunity, to be eligible for
coverage under the State Health and Dental Insurance Plans.
The community action agencies which receive funding from the
Community Services Block Grant Program are currently paying private
insurance premiums from the funds they receive. These payments would
be redirected and would therefore incur no additional costs.
Passage of this legislation would have no fiscal impact on the General
Fund of the State.
* Costs to the Health Insurance System are based on claims and since
it is impossible to predict the claims experience of any new group entering
the Plan of Benefits, the fiscal impact to the plan cannot be determined.

A BILL
TO AMEND SECTION 1-11-720, CODE OF LAWS OF SOUTH
CAROLINA, 1976, RELATING TO ENTITIES WHOSE EMPLOYEES ARE
ELIGIBLE FOR STATE HEALTH AND DENTAL INSURANCE PLANS,
SO AS TO PROVIDE THAT COMMUNITY ACTION AGENCIES ARE
ELIGIBLE FOR SUCH BENEFITS.
Be it enacted by the General Assembly of the State of South Carolina:
SECTION 1. Section 1-11-720(A) of the 1976 Code is amended by adding
an appropriately numbered item to read:
"( ) community action agencies that receive funding from the
Community Services Block Grant Program administered by the Governor's
Office, Division of Economic Opportunity."
SECTION 2. This act takes effect upon approval by the Governor.
