PROPOSING AN AMENDMENT TO PreviousARTICLENext X OF THE CONSTITUTION OF SOUTH CAROLINA, 1895, RELATING TO FINANCE AND TAXATION, SO AS TO EXEMPT CHARLESTON COUNTY FROM SECTIONS 1, 2, 3, 4, AND 6 REQUIRING THE GENERAL ASSEMBLY TO PROVIDE FOR THE ASSESSMENT AND COLLECTION OF AD VALOREM TAXES ON PROPERTY LOCATED IN A POLITICAL SUBDIVISION AND TO DEVOLVE THOSE POWERS AND RESPONSIBILITIES UPON CHARLESTON COUNTY COUNCIL FOR PROPERTY LOCATED IN CHARLESTON COUNTY.

Be it enacted by the General Assembly of the State of South Carolina:

SECTION    1. It is proposed that PreviousArticleNext X of the Constitution of this State be amended by adding:

"Section 23.    Charleston County is exempt from Sections 1, 2, 3, 4, and 6 of this PreviousarticleNext, relating to the powers and responsibilities of the General Assembly in the assessment and collection of ad valorem taxes within a political subdivision of the State, and those powers and responsibilities are devolved upon the Charleston County Council for the purpose of assessment and collection of ad valorem taxes on property located in Charleston County."

SECTION    2.    The proposed amendment must be submitted to the qualified electors at the next general election for representatives. Ballots must be provided at the various voting precincts with the following words printed or written on the ballot:

"Must PreviousArticleNext X of the Constitution of this State be amended by adding Section 23 so as to provide that Charleston County is exempt from Sections 1, 2, 3, 4, and 6 of this Previousarticle, relating to the powers and responsibilities of the General Assembly in the assessment and collection of ad valorem taxes within a political subdivision of the State, and that those powers and responsibilities are devolved upon the Charleston County Council for the purpose of assessment and collection of ad valorem taxes on property located in Charleston County?

Those voting in favor of the question shall deposit a ballot with a check or cross mark in the square after the word 'Yes', and those voting against the question shall deposit a ballot with a check or cross mark in the square after the word 'No'."
