A BILL
TO AMEND CHAPTER 111, TITLE 59, CODE OF LAWS OF
SOUTH CAROLINA, 1976, RELATING TO SCHOLARSHIPS, BY
ADDING ARTICLE 11 ENACTING THE DIGITAL ARTS
SCHOLARSHIPS PROGRAM SO AS TO PROVIDE TUITION
ASSISTANCE FOR STUDENTS ENROLLED IN DIGITAL
ANIMATION PROGRAMS AT IN-STATE PUBLIC AND
PRIVATE INSTITUTIONS OF HIGHER EDUCATION, TO
PLACE THE PROGRAM UNDER THE JURISDICTION OF THE
STATE COMMISSION ON HIGHER EDUCATION, TO REQUIRE
COMMISSION APPROVAL FOR PROGRAMS IN WHICH
STUDENTS RECEIVING ASSISTANCE ARE ENROLLED, AND
TO PROVIDE FOR REPORTS TO THE GENERAL ASSEMBLY
ON JOB PLACEMENTS IN THIS STATE OF SCHOLARSHIP
RECIPIENTS.
Be it enacted by the General Assembly of the State of South
Carolina:
SECTION 1. Chapter 111, Title 59 of the 1976 Code is amended
by adding:
"Article 11
Digital Arts Scholarships Program
Section 59-111-1010. There is established under the jurisdiction
of the State Commission on Higher Education the Digital Arts
Scholarships Program. The scholarship program shall provide tuition
assistance for residents of this State at public and private institutions
of higher learning in this State in such amounts that the General
Assembly annually shall make available by appropriation.
Section 59-111-1020. Scholarship aid under this article must be
awarded on a competitive basis to students demonstrating interest and
promise in the field of digital animation and who otherwise are
academically qualified. Grants under this program are renewable for
up to four years for students pursuing a full-time undergraduate or
associate degree. The course of study at any institution in this subject
must be approved by the Commission on Higher Education before
scholarship awards may be made to students enrolled in the program.
Emphasis in approving programs and granting scholarships must be
placed on preparing recipients for professional opportunities in this
State.
Section 59-111-1030. The Commission on Higher Education
shall provide an annual report to the General Assembly for any year
in which scholarships pursuant to this article have been awarded on
the success of recipients in finding employment in the field in this
State."
SECTION 2. This act takes effect upon approval by the Governor.
