H 2013 General Bill, By T.L. Hughston
A Bill to amend Sections 47-3-10, Code of Laws of South Carolina, 1976,
relating to definitions for dogs and regulation by counties, so as to delete
from the definition of "dogs" the minimum age limit of four months or more;
47-3-20, relating to enactment of legislation for control of dogs and other
domestic pets by governing bodies of counties, so as to allow enactment of
ordinances and promulgation of regulations by county governing bodies not
inconsistent with the provisions of Article 1 of Chapter 3 of Title 47, and
delete the provision allowing the county governing bodies to prescribe
penalties for violations; 47-3-40, relating to quarantine of dogs found
running at large, release of those dogs, and disposition of fees, so as to
provide that payment of a quarantine fee does not bar prosecution under
Section 47-3-50; 47-3-50, relating to certain unlawful acts regarding dogs and
the penalty, so as to delete language pertaining to a county's adopting
penalty provisions pursuant to Article 1 of Chapter 3 of Title 47, and change
the penalty; and 47-3-60, relating to disposition of unclaimed dogs, so as to
delete the term "The Humane Society" and replace it with the words "A Humane
Society"; and to amend the 1976 Code by adding Section 47-3-80, so as to make
it a misdemeanor and provide a penalty for violating any provision of Article
1 of Chapter 3 of Title 47, except as otherwise specifically set forth in that
Article.
