 A Bill to amend Chapter 3, Title 39, Code of Laws of South Carolina, 1976,
 relating to trusts, monopolies, and restraints of trade, by adding Article 9
 so as to enact provisions for motor fuel marketing divorcement, including,
 among other things, definitions, provisions concerning unlawful activities,
 establishment of a misdemeanor, penalties, and establishment of the right to
 institute a civil action under certain circumstances; and to amend Chapter 5,
 Title 39, relating to unfair trade practices, by adding Article 7 so as to
 enact provisions regarding below-cost motor fuel sales, including, among other
 things, definitions, provisions concerning unlawful activities, penalties,
 establishment of the right to institute a civil action under certain
 circumstances, investigations and other actions by the Attorney General, a
 rebuttable presumption of a violation of this Article under certain
 circumstances, the required maintenance for one year of certain purchase
 invoices or calculations and certain written records, making these items
 available for inspection and copying by the Attorney General or his designee
 or the State Department of Agriculture, and requiring these items to be
 produced for inspection and copying under certain conditions in the civil
 action established under this Article.
