TO PROPOSE AN AMENDMENT TO SECTION 3, PreviousARTICLENext X OF THE CONSTITUTION OF SOUTH CAROLINA, 1895, RELATING TO PROPERTY TAX EXEMPTIONS, SO AS TO AUTHORIZE POLITICAL SUBDIVISIONS OF THE STATE, INCLUDING SCHOOL DISTRICTS, WHICH IMPOSE PROPERTY TAX, TO EXEMPT ALL OR A PORTION OF THE FAIR MARKET VALUE OF A PRIVATE PASSENGER MOTOR VEHICLE AS DEFINED BY LAW OWNED OR LEASED BY A PERSON SIXTY-FIVE YEARS OF AGE OR OLDER, OR PERMANENTLY AND TOTALLY DISABLED, OR BLIND.

Be it enacted by the General Assembly of the State of South Carolina:

SECTION 1. It is proposed that Section 3, PreviousArticleNext X of the Constitution of this State is amended by adding a new paragraph at the end to read:

"The governing body of any political subdivision of the State, including a school district, which imposes property tax, may exempt from the tax it imposes all or a portion of the fair market value of a private passenger motor vehicle, as defined by law, owned or leased by a person who meets the eligibility criteria for the exemption allowed pursuant to item (i) of this section."

SECTION 2. Must Section 3, PreviousArticle X of the Constitution of this State be amended so as to allow political subdivisions of this State, including school districts, which impose property taxes, to exempt from the property tax they impose all or a portion of the fair market value of a private passenger motor vehicle, as defined by law, owned or leased to a person sixty-five years of age or older, or permanently and totally disabled, or blind?
