A JOINT RESOLUTION PROPOSING AN AMENDMENT TO THE CONSTITUTION OF SOUTH
CAROLINA, 1895, BY ADDING SECTION 16 TO ARTICLE XVII SO AS TO PROVIDE THAT NO
MONUMENT, MARKER, PAINTING, SCULPTURE, MEMORIAL, BUILDING, STREET, HIGHWAY,
BRIDGE, OR PARK LOCATED ON PUBLIC PROPERTY OF THE STATE OR ITS POLITICAL
SUBDIVISIONS WHICH IS NAMED IN HONOR OF AN INDIVIDUAL OR AS A MEMORIAL TO A
HISTORIC EVENT MAY BE REMOVED OR RENAMED WITHOUT TWO-THIRDS VOTE OF EACH
BRANCH OF THE GENERAL ASSEMBLY IF A STATE PROPERTY, OR TWO-THIRDS VOTE OF THE

A JOINT RESOLUTION
PROPOSING AN AMENDMENT TO THE CONSTITUTION OF SOUTH CAROLINA, 1895, BY ADDING SECTION 16 TO ARTICLE XVII SO AS TO PROVIDE THAT NO MONUMENT, MARKER, PAINTING, SCULPTURE, MEMORIAL, BUILDING, STREET, HIGHWAY, BRIDGE, OR PARK LOCATED ON PUBLIC PROPERTY OF THE STATE OR ITS POLITICAL SUBDIVISIONS WHICH IS NAMED IN HONOR OF AN INDIVIDUAL OR AS A MEMORIAL TO A HISTORIC EVENT MAY BE REMOVED OR RENAMED WITHOUT TWO-THIRDS VOTE OF EACH BRANCH OF THE GENERAL ASSEMBLY IF A STATE PROPERTY, OR TWO-THIRDS VOTE OF THE GOVERNING BODY OF THE POLITICAL SUBDIVISION IF A LOCAL PROPERTY, AS APPROPRIATE.
Be it enacted by the General Assembly of the State of South Carolina:
SECTION 1. It is proposed that Article XVII of the Constitution of this State be amended by adding:
"Section 16. No monument, marker, painting, sculpture, memorial, building, street, highway, bridge, or park located on public property of the State or its political subdivisions which is named in honor of an individual or as a memorial to a historic event may be removed or renamed without two-thirds vote of each branch of the General Assembly if a state property, or two-thirds vote of the governing body of the political subdivision if a local property, as appropriate."
SECTION 2. The proposed amendment must be submitted to the qualified electors at the next general election for representatives. Ballots must be provided at the various voting precincts with the following words printed on the ballot:
"Must Article XVII of the Constitution of this State be amended by adding Section 16 so as to provide that no monument, marker, painting, building, sculpture, memorial, street, highway, bridge, or park located on public property of the State or its political subdivisions which is named in honor of an individual or a memorial to a historic event may be removed or renamed without two-thirds vote of each branch of the General Assembly if a state property, or two-thirds vote of the governing body of the political subdivision if a local property, as appropriate?

Those voting in favor of the question shall deposit a ballot with a check or cross mark in the square after the word 'Yes', and those voting against the question shall deposit a ballot with a check or cross mark in the square after the word 'No'."
